English Councils Intend to Dispose of Social Clubs and Leisure Facilities to Manage Finances

Based on a recent survey of municipal councils, UK councils are planning to offload social clubs, sports centres, and retail spaces as they rely on a rapid disposal of properties to stabilize finances.

Growing Financial Challenges Drive Asset Sales

The Key Cities Group representing major urban areas in the UK reported that 60% of councils are planning to sell assets to cover the rising costs of adult and children’s social care.

Local governments have in the past faced criticism for selling public land and land to support their finances, but they contend they must continue to raise vital cash from property disposals or face insolvency.

The group said that a high proportion of councils seeking to raise money from a quick sale of holdings marked “a clear change from 2024, when the majority (60%) of local leaders said they would prioritise restructuring services and using financial reserves to weather growing fiscal pressures.”

Specific Examples of Proposed Sales

Medway Council in southeast England announced its asset disposal plan included the sale of a retail complex in a local town and a social club in another town to generate 20 million pounds over five years.

  • Gillingham golf club and business parks owned in two English counties, which all generate rent for the authority, will also be disposed of under the plan.

Council Tax Increases and Broader Fiscal Strains

The survey of councils in the key cities group, which covers Sunderland, Southampton, Gloucester and Salford, further found that over seven in ten of councils will have to raise council taxes next April to address the growing cost of core provisions, increased rates of housing insecurity, and a persistent accommodation deficit.

Medway council said it will press ahead with asset sales after sharp increases in the cost of youth support, support for vulnerable learners, elderly and disability services, and temporary accommodation.

“We are taking innovative approaches but certain measures take time to achieve both better provisions and financial savings,” stated Vince Maple.

He added: “There are population challenges which will continue to increase the strains we have. As a unitary authority, we had a drastic reduction in our revenue support grant from over the past decade, which is extremely difficult.”

National Trends and Projections

A survey of regional authorities recently further found local finances being strained by the growing number of children and older individuals needing Send support.

A network of councils projected that local shortfalls will hit £4.4bn a year by 2029, as they struggle to cope with rising needs.

Ministers have put off scheduled changes to the Send system until next year after a policy document outlining those changes has been postponed.

Deprivation and Funding Gaps

According to the latest indices of deprivation (IMD) covering UK local authorities, several key cities members were included in the most deprived in the country.

  • “Participating urban centers like several major towns place in the top 30 nationally under the latest IMD measures,” said the study.

“While only a single urban area is in the ten most deprived for disadvantaged communities countrywide, cities are far more likely to be in the worst-off 20% of England. The figures highlights the scale of difficulties confronting local leaders across key cities in the coming year,” the analysis added.

“Council officials have been explicit about the necessity for a fair and sustainable funding system that reflects and responds to the actual extent of disadvantage and need,” said a council leader.

“Without this, local authorities will persist to face difficult decisions around which essential services to allocate spend to, and which to reduce, to the disadvantage of their residents.”

A fifth of councils have reduced or weakened care services in the past 12 months, the survey revealed.
